Harry is the Majority Leader. There is a special rule that if the majority leader votes "yes" and the bill is defeated, its GONE, but if he votes "No" and its defeated, it can be brought back again at a later time. Harry Reid has only voted no on bills (even if they were his own) which already FAILE...
